PUBLICATION EVALUATION PROCESS

Applications for manuscripts to be submitted to the “TURKBITIG Journal of Cultural Studies” are carried out through the Article Tracking System on the journal’s website, turkbitigdergisi.com. To facilitate the submission process for researchers while uploading their manuscripts to the system, a guideline is available on the journal’s website under the “Reviewer and Author Guide” link.

The TURKBITIG Journal of Cultural Studies applies a “double-blind peer review” system in its publication evaluation process. All manuscripts submitted for publication are sent to two reviewers using the double-blind review method. During this process, the identities of both the authors and the reviewers are kept confidential.

1-    Manuscripts submitted to the TURKBITIG Journal of Cultural Studies are first evaluated by the editor in terms of their compliance with the journal’s publication policies, aims, and scope. Manuscripts that do not comply with the journal’s aims and scope; are weak in terms of language and expression; contain critical scientific errors; lack originality; fail to meet publication policies; or do not conform to the journal’s writing guidelines are rejected as a result of the preliminary evaluation. Authors of rejected manuscripts are informed within a maximum of 15 days from the date of submission. For manuscripts that pass the preliminary evaluation, the editor initiates the peer review process.

2-   In accordance with scientific ethics, the journal applies a double-blind peer review system. Therefore, manuscripts submitted to the journal must not include any information identifying the author(s), such as name and surname, academic title in footnotes, institutional affiliation, or e-mail address. Since the system administrator can see which researcher uploaded or submitted the manuscript to the system, such information will be added to the manuscript by the editor only after the peer review process is completed. Therefore, authors must carefully review their manuscripts before submission and ensure that no author-identifying information is included.

3-  After the editor examines the submitted manuscript in terms of suitability for publication (manuscripts deemed unsuitable are excluded from the process), it is sent through the system-without making any changes to the file uploaded by the author-to two expert reviewers in the relevant field.

4-     Reviewers are given 15 days to respond to the invitation. Invitations that receive a negative response or remain unanswered within 15 days are canceled, and new invitations are sent to different reviewers upon the recommendation of the editor or the editorial board. Reviewers who accept the invitation are given 20 days to complete their evaluation. Reviewers who fail to submit their evaluation reports within this period are granted an additional 7 days.

5-    If a manuscript receives “publishable” reports from both reviewers, it is published in the next issue. If one of the reviewer reports states “not publishable,” a final decision is made either by considering the opinions of the editor/editorial board in line with the reports or by sending the manuscript to a third reviewer. In this case, the decision on whether the manuscript will be published is based on the third reviewer’s report. Manuscripts that receive two negative reports are not published in the journal. If the third reviewer provides a positive report, the negative report from the reviewer who stated “not publishable” is also forwarded to the author. Peer review evaluation reports are archived for at least five years from the date of publication of the manuscript.

6-    Authors must make the required revisions in line with the reports in the “revision file” received from the reviewers and upload the revised manuscript to the system within 10 days. Authors should notify the Editor in a separate report of any points they do not agree with in the reviewers’ reports. During the preliminary review stage, authors may withdraw their manuscripts if they wish.

7-   Minor, non-substantive corrections to manuscripts at the publication stage may be made by the Editorial Office. In making these corrections, the “Turkish Language Association (TDK) Spelling Guide and Dictionaries” are taken as the basis.

8-  No “will be published” confirmation letter is issued for any manuscript whose peer review process has been completed and approved for publication. The final version of manuscripts approved for publication is sent to the author(s), and publication takes place after their approval is obtained.

9-   Manuscripts whose publication evaluation process has been completed are placed in a publication queue and are published in the order determined by the editor.
